ANNOTATION: Results from a process and six-month evaluation of pilot program tracking High Risk Sex Offenders (HRSO) in San Diego using a Global Positioning Satellite (GPS) system are analyzed. This report is divided into these sections: background; study design; characteristics of HRSO parolees; implementation experiences; parolee outcomes; and conclusion. One observation from this study is that GPS monitoring has little impact on the recidivism (first violation) of parolees.
