ANNOTATION: Reasons why California should not increase capacity of its women's prisons by 40% through the addition of "mini prisons," Female Rehabilitative Capacity Correctional Centers (FRCCCs), are given. Eight sections make up this report: introduction; overview; background -- the recent political history of "gender responsive prisons" in California; lockdown -- individuals in California's women's prisons; analysis; recommendations for genuine solutions; conclusion; and additional resources. State funding would be much better spent on expanded community services for ex-offenders than on more prison beds.
