ANNOTATION: The use of racial impact statements "to anticipate any unwarranted racial disparities [in sentencing] and to consider alternate policies that could accomplish the goals of [new sentencing] legislation without causing undue racial effects" is explained (p. 19). This report has these parts: abstract; introduction; overview of race and incarceration; assessing the rise in black imprisonment; racial impact statements as a means of controlling disparity -- goals and scope, preparation, components, technical issues, and implementation; expanding the use/scale of racial impact statements; and conclusion.
