Assessment and Validation of Connecticut's Salient Factor Score

ANNOTATION: The effectiveness of the Salient Factor Score (SFC) for parolees used during 2000 is investigated. Sections of this report are: study description and overview of salient risk factors; methodology; findings -- validation of the current Connecticut Board of Parole Salient Factor Score (CTSFS99); recommended scoring changes to CTSFS99; current trends in parole risk assessment instruments; risk assessment instruments used by other jurisdictions; conclusions and recommendations; and a review of parole risk assessments. "The CTSFS99 is a valid but limited measure of offender risk for rearrest and/or reincarceration" (p. 5).
