ANNOTATION: The strengths and weaknesses of using Live Scan (for fingerprinting) and CPIN (Commonwealth Photo Imaging Network) at booking are described. This report is divided into three parts after an executive summary: introduction, research methodology with findings, and recommendations given for access and utilization, public safety, infrastructure, and expansion. Overall, the technology is being accessed and used, but it could be utilized more.
