ANNOTATION: This article discusses the Taft studies -- two performance and cost evaluations of the same three publicly operated and one privately operated prisons that show different results. The paper covers: making prison privatization decisions; how to get the benefit of the two studies; what should be included in overhead costs; performance -- contract compliance vs. auditing; and despite differences, lessons learned.
