ANNOTATION: Strategies for reforming New Mexico’s prison system are presented. Sections of this report include: executive summary; introduction, structure, and operation of the Task Force; summary of New Mexico Corrections Department structure and operations; the reason for action -- why now; pre-incarceration recommendations -- assessment, treatment, and diversion; incarceration recommendations -- self improvement and preparing for a successful transition to the community; reentry and transition recommendations-a continuum of sanctions and services; implementation of recommendations -- aligning resources with needed services; and conclusion. “The policies advocated in this report are common-sense applications aimed at making prison a pathway to a productive, legitimate lifestyle, at making a prison sentence a path away from a life of crime, at making our communities safe. The public interest is best served by a corrections program focused on making every inmate’s first sentence to prison his or her last” (p. i).
