ANNOTATION: A Settlement Agreement created to address the lack of compliance with a Memorandum of Agreement (MOA) dealing with rectifying violations of constitutional or statutory rights of prisoners is provided. Sections of this Agreement are: introduction; general provisions; definitions; substantive provisions -- medical and mental health care, suicide prevention, security and safety, quality management, and staff training and supervision; reporting requirements and right of access; monitoring and enforcement; implementation and termination; and stipulation pursuant to the Prison Litigation Reform Act.
