ANNOTATION: Strategies for fixing a correctional system deemed to be broken are described. Topics discussed in this report include: an ex-con crime wave; corrections and crime-fighting; a CompStat for the entire corrections system; effective community supervision of released prisoners; consistent and swift sanctions for probation and parole violations; and conclusion. "It is time that we take a serious look at how to make those responsible for supervising criminal populations more effective at our ultimate goal -- reducing crime and making our communities safer" (p. 11).
