ANNOTATION: Results are provided from an assessment of California's parole discharge process. Sections contained in this report are: summary; introduction; audit results -- the agency failed to adhere consistently to its doctrines, corrections is taking actions to address discharge review reports that were altered inappropriately, pending changes could expand the District Administrator's role and authority in the discharge process, recommendations; and response to the audit -- Department of Corrections and Rehabilitation, and State Auditor's comments on this response.
