ANNOTATION: The effectiveness of the California Department of Rehabilitation and Corrections' rehabilitation programming to reduce recidivism is examined. Some conclusions made include: the number and diversity of programs are deficient; most (90%) offenders do not participate in "recidivism reduction" programs; offenders are not matched with the programs that will do the most good for them; and program evaluation, while lacking, is beginning to increase.
