ANNOTATION: The impact of Pennsylvania's Residential Substance Abuse Treatment (RSAT) program on the recidivism of technical parole violators (TPVs) is examined. Sections contained in this report include: introduction; Pennsylvania RSAT implementation -- a cooperative effort; RSAT outcomes; implications for offender supervision and rehabilitation; and conclusion. "RSAT appears to substantially reduce the length of stay in DOC facilities for technical violation of parole" (p. 13).
