ANNOTATION: Benefits derived from the utilization of private prisons are determined. These sections follow an abstract: introduction; the relationship between private prisons and Departments of Corrections; data; empirical results; and conclusion and policy implications. "The fundamental conclusion of the study is that, over the six-year period 1999-2004 (the period for which appropriate data exist), states that have some of their prisoners in privately owned or operated prisons experience lower rates of growth in the cost of housing their public prisoners" (p. 25).
