Topics addressed include: Texas' incarcerated population looms large over the country; policy changes have reduced incarcerated populations, but the system is growing again; increasing incarcerated populations does not mean the state experienced larger drops in crime than states that made less use of prison; the state has had to spend more on corrections; the impact of prisons on women and their families; the disproportionate impact of prisons on racial and ethnic minorities; and Texas imprisons and incarcerates large numbers of people for nonviolent offenses.
