Racial Divide: An Examination of the Impact of California's Three Strikes Law on African-Americans and Latinos

The impact of Three Strikes at the county level on rates of incarceration for particular racial/ethnic groups is examined. Two findings are reported: California's Three Strikes law disproportionately impacts African-Americans and Latinos on a statewide basis; and racial and ethnic disparities under the Three Strikes law are spread throughout California counties.
