Hawaii has a unified system which means there is an integrated state-level prison and jail system. There are six states with unified systems. They are: Alaska, Connecticut, Delaware, Hawaii, Rhode Island, and Vermont.

As of December 31, 2019, the number of prisoners under the jurisdiction of the State of Hawaii correctional authorities was 3,037 located in 8 state facilities and held in the custody of private prisons. The state had a budget of $2,266,358.

The Jail System
Georgia has 183 jails in 159 counties. The jail population in 2019 was 45,340.

The Prison System
As of December 31, 2019, the number of prisoners under the jurisdiction of the State of Georgia correctional authorities was 54,113 located in 34 state prisons and held in custody of private prisons or local jails. Georgia operated facilities had a staff of 9,169 employees and a budget of $1,205,012,739.

Florida has 87 jails in 67 counties. The jail population in 2019 was 64,710.

The Prison System

As of December 31, 2019, the number of prisoners under the jurisdiction of the State of Florida correctional authorities was 96,009 located in 143 state prisons and held in custody of private prisons or local jails. Florida operated facilities had a staff of 25,154 employees and a budget of $2,620,820,017.

Delaware has a unified system, which means there is an integrated state-level prison and jail system. There are six states with unified systems. They are: Alaska, Connecticut, Delaware, Hawaii, Rhode Island, and Vermont.

As of December 31, 2019, the number of prisoners under the jurisdiction of State of Delaware correctional authorities was 3,735 located in 4 state facilities. The Delaware Department of Corrections had a staff of 2,412 employees and a budget of $328.4 million.

Colorado has 61 jails in 64 counties. The jail population in 2019 was 13,810.

The Prison System

As of December 31, 2019, the number of prisoners under the jurisdiction of the State of Colorado correctional authorities was 19,785 located in 20 state prisons and held in custody of private prisons or local jails. Colorado operated facilities had a staff of 6,279 employees and a budget of $988,046,445.

The Jail System

California has 114 jails in 58 counties. The jail population in 2019 was 82,460.

The Prison System

As of December 31, 2019, the number of prisoners under the jurisdiction of the State of California correctional authorities was 122,417 located in 33 state prisons and held in custody of private prisons or local jails. California operated facilities had a staff of 60,000 employees and a budget of $12.1 billion.

Arkansas has 75 jails in 75 counties. The jail population in 2019 was 9,460.

The Prison System

As of December 31, 2019, the number of prisoners under the jurisdiction of the State of Arkansas correctional authorities was 17,713 located in 20 state prisons and held in custody of private prisons or local jails. Arkansas operated facilities had a staff of 4,619 employees and a budget of $354,107,530.

Arizona has 22 jails in 15 counties. The jail population in 2019 was 13,560.

The Prison System

As of December 31, 2019, the number of prisoners under the jurisdiction of the State of Arizona correctional authorities was 40,951 located in 14 state prisons and held in custody of private prisons or local jails. Arizona operated facilities had a staff of 9,579 employees and a budget of $932,731,597.
