The Prison and Jail System
Hawaii has a unified system which means there is an integrated state-level prison and jail system. There are six states with unified systems. They are: Alaska, Connecticut, Delaware, Hawaii, Rhode Island, and Vermont.
As of December 31, 2017, the number of prisoners under the jurisdiction of State of Hawaii correctional authorities was 5,138 located in 9 state facilities and held in the custody of private prisons. The Hawaii Department of Public Safety had a staff of 1,276 employees and budget of $220 million.
The Community Corrections System
As of December 31, 2017, the Hawaii community corrections population was 19,830 under probation and 1,666 under parole.

The data on prison population and incarcerate rate come from the Prisoner in 2017 report released by the Bureau of Justice Statistics (BJS). That report includes the count of prisoners in the unified systems of Alaska, Connecticut, Delaware, Hawaii, Rhode Island, and Vermont.
Violent and property crime rates are provided by the Federal Bureau of Investigations.
The number of counties per state comes from the United States Census Bureau.
