In the first article in this series, the reasons why intelligence gathering in correctional facilities is needed was discussed: the growing number of inmates with ties to drug cartels, gangs, extremist groups and other security threat groups. These incarcerated people not only threaten facility security and correctional officer safety; they also represent an opportunity for correctional officers to work with their counterparts outside the facility to prevent and solve violent crimes.
Once we understand that such operations are needed—the why—the next step is to further define the mission and the process—the what.
