ANNOTATION: The use of pre-revocation warrants for the arrest of offenders who have violated a condition of parole (aka blue warrants) is examined. Some topics looked at include: blue warrant processing was accelerated in 1997 in order to reduce the backlog in county jails; the bifurcated process should result in a decrease of parole revocation hearings; and diversions from prison will increase if the ISF (Intermediate Sanction Facility) is used in lieu of a prison revocation.
