The National Sheriffs’ Institute (NSI) is sponsored by the National Institute of Corrections (NIC) in collaboration with the Major County Sheriffs of America, the National Sheriffs’ Association, and the Small and Rural Law Enforcement Executives Association. The NSI is the only executive leadership program designed specifically for sheriffs.

Purpose of the NSI

The Office of Sheriff is distinguished from other law enforcement agencies by having direct accountability to the citizens it serves. The Office of Sheriff is multifaceted and can include a combination of responsibilities and lines of service to include patrol services, court security, civil process, jail operations, prisoner transportation, and/or criminal investigation. Now, more than ever, sheriffs are called upon to allocate resources in strategic ways, to engage and convene community stakeholder groups, and provide healthcare and treatment while ensuring public safety. The NSI is intended to prepare sheriffs for a variety of matters that affect the Office of Sheriff.

History of the NSI

The NSI was first developed and presented in the early 1970s in response to a need by sheriffs to meet the evolving demands of the office. The program was enabled by a grant from the Law Enforcement Assistance Administration and originally conducted through a partnership between the National Sheriffs’ Association and the University of Southern California's School of Public Administration. The NSI has gone through many iterations throughout its history. Since 1993, the NSI has been housed in the NIC Jails Division. Enhancements and revisions through the years created a more concise, streamlined curriculum.

The NSI Courses

In 2022, NIC expanded the NSI with the addition of the Jail Leadership course, and it began offering the newly developed Communicating for Impact course in 2025. All courses are designed for the elected or appointed sheriff.

    National Sheriffs’ Institute - Leadership Development

    The NSI Leadership Development course is an intensive four-day training program designed specifically for sheriffs, held at the prestigious FBI Academy in Quantico, Va. This comprehensive course provides participants with a unique opportunity to deeply assess their individual leadership strengths and define a clear leadership direction tailored to their unique roles as elected officials and Chief Executive Officers of their respective Sheriff’s Offices. Through interactive discussions and practical exercises, attendees will explore critical topics such as developing a personal leadership direction, effective stakeholder engagement strategies, cultivating emotional intelligence, and mastering the art of leading change within their organizations. The program culminates in the creation of a personalized leadership development plan, equipping sheriffs with actionable strategies to effectively engage their leadership team and advance their organization's mission, vision, and values. The NSI Leadership Development course is a prerequisite to attend both the NSI Jail Leadership and Communicating for Impact courses.

    National Sheriffs’ Institute - Jail Leadership

    The NSI Jail Leadership course is an intensive, four-day training program held at the prestigious FBI Academy in Quantico, VA. It is designed specifically for sheriffs and their lead administrator responsible for managing jail operations to attend together. While the curriculum covers essential legal and operational principles, the true value of this course lies in the opportunity for the sheriff and their jail administrator to learn side-by-side. By attending as a team, agency leaders can share insights and ideas, align vision and mission, and define an operational philosophy. Through engaging discussions on leadership culture, staff development, and legal liabilities, this course empowers the sheriff and jail administrator to return to their agency with a shared roadmap for success. The program culminates in the joint development of a tailored strategic plan, allowing leadership to address the unique needs of their facility with a unified voice and direction. Completion by the Sheriff of the NSI Leadership Development is a prerequisite for the sheriff and their jail administrator to attend this course.

    National Sheriffs’ Institute – Communicating for Impact

    The NSI Communicating for Impact course is an intensive four-day training program designed specifically for sheriffs, held at the prestigious FBI Academy in Quantico, VA. This dynamic course enhances participants' ability to inspire, motivate, inform, build trust, and effectively lead change in a manner that promotes their organization's vision and values. Through engaging discussions and practical exercises, attendees will delve into critical aspects of both internal and external communications, strategies for effectively communicating change efforts, impactful written communications, and navigating the complexities of social and professional media coverage. The curriculum includes hands-on practical exercises such as simulated press conferences and virtual interviews, providing invaluable real-world experience. The program culminates in participants developing a communication framework tailored to their specific organization, empowering them to maximize their impact and achieve their strategic objectives. Completion of the NSI Leadership Development is a prerequisite for the sheriff to attend this course.

A Fully Funded Opportunity

The NSI’s courses are offered at no-cost to participants. NIC covers all associated costs, including pre-paid airfare and reimbursements for lodging, meals, and other travel-related expenses.
