Dr. LoBuglio was appointed NIC Director in 2024 and has worked in corrections for over three decades. He began his career as a sworn Deputy Sheriff in a 2000-bed House of Correction for the Suffolk County Sheriff's Department in Massachusetts where he eventually oversaw all reentry and community correction programs. He served as Chief of Reentry and Pre-Release Services for the Montgomery County, Maryland, Department of Correction and Rehabilitation where he ran a 174-bed pre-release facility. Afterwards, he oversaw the Council of State Governments National Reentry Resource Center, which was funded by the federal Second Chance Act. As a researcher, consultant, and former test engineer, he has evaluated the effectiveness of correctional programs, and he recently concluded a study funded by the National Institute of Justice with a team of researchers from Northeastern University. He received his Bachelor of Science in Mechanical Engineering from Duke University; he holds a Master of Public Policy, Criminal Justice, and Corrections from Harvard Kennedy School; and earned a Doctor of Education in Program Design and Evaluation from Harvard Graduate School of Education.
Dr. LoBuglio is known for his passion for revamping criminal justice systems for fairness, efficiency, and effectiveness. Over the course of his distinguished career, he has helped cities, states, counties, and foreign countries plan and implement evidence-based solutions.
