This program is designed to be delivered to multiple teams of local agencies over several weeks. Each of the following topics will be covered in one 2-hour VILT session: Organization Readiness for Change, Preventing Placement in Restrictive Housing, Reducing Length of Stay in Restrictive Housing, and Inmate Behavior Change.
In addition, the final session will provide each agency with an opportunity to present their implementation plan to other participants and the instructor team. VILT sessions will be spaced a week or two apart with intersession work required by each participating agency team.
This virtual instructor-led training explores the following:
Managing Restrictive Housing Populations in Jails assists agencies with limiting the use of restrictive housing by focusing on management strategies, addressing behavior and successful reintegration into general population, organizational culture and climate, staffing, and functional analysis/behavior management plans. This 32-hour virtual instructor-led program enhances training and technical assistance on managing restrictive housing for jails. Restrictive housing is a critical area due to its effect on inmate behavior, safety, and mental health. The program aims to support restrictive housing reform, ensuring that these units are used appropriately and effectively. Given the increasing scrutiny of solitary confinement and similar practices, this program is vital for helping jails balance the need for safety with the rights and rehabilitation needs of inmates. Reforming restrictive housing can improve institutional conditions and reduce the long-term psychological effects that it can have on inmates.
To maximize the learning opportunities from this program, participants will be asked to complete several readings, watch select videos, and prepare two separate documents prior to the training. There are multiple group activities integrated throughout the program that serve as opportunities for the participants to demonstrate an understanding of the material, engage with counterparts from other prisons, and facilitate the peer learning process.
Participants should come prepared for a productive and motivating event as they work with their colleagues and counterparts to move their agency forward in the management of restrictive housing populations.
Target Audience
Teams of three (3) from each agency consisting of one from each of the following positions (Each individual needs to submit an application):
- Facility Administrator
- Operations Chief/Restrictive Housing Supervisor
- Agency Mental Health Director or Supervisor
The team should have oversight and decision-making authority or influence to effect change in their agencies. As part of the selection process for the program, each applicant may be asked to describe their current function within the organization and validate or substantiate their decision-making authority within their agency.
