Sandy Cathcart is a National Programs Advisor with the National Institute of Corrections Jails Division and has been in this capacity since September 2014. Ms. Cathcart has 27 years of local corrections experience with a bachelor’s degree (and licensure) in Social Work, a Masters in Corrections Administration, and a Certificate in Human Services Management from the University of Maryland School of Social Work. She has served as a member of a New Jail Transition, Unit Manager of female housing, manager of classification, policy and procedure writer, trainer, Social Work Associate at the Baltimore City Jail, and Adjunct Professor for Anne Arundel Community College. Ms. Cathcart was instrumental in developing a jail-based Case Management System for Anne Arundel County, Maryland. Before her employment with NIC, she served as Assistant Correctional Facility Administrator of Inmate Services for the Jennifer Road Detention Center in Annapolis, Maryland.

Ms. Cathcart manages the following initiatives: Crisis Intervention Teams training for Jails; Correctional Case Management for Jails; Management Development for Corrections; Mental Health First Aid for Corrections; and Creating and Implementing Mental Health Systems in Jails. She has presented the following at conference workshops: Suicide Prevention and Practical Nutrition Tips for Corrections Staff.
