When the Emergency Doesn’t End: Corrections in Multi Operational Period Incidents

Correctional agencies train regularly for short-term emergencies, but some incidents extend far beyond the first 8–12 hours. When a response moves into a second operational period or longer, the demands on correctional facilities and field operations shift significantly. This webinar examines what changes during sustained emergencies and why correctional leaders and staff must be prepared for the heightened pressures and increased coordination these events require.

Participants will explore the operational realities that emerge as incidents become more complex. Extended emergencies bring challenges such as staff fatigue, resource shortages, and greater involvement from partner agencies. Key concepts from ICS 300 and 400 — including Unified Command, complexity analysis, and the planning cycle — will be introduced at a high level to show how multi-agency coordination influences security priorities, inmate movement, and critical infrastructure needs within a correctional setting.

This is Episode 4 of "Everyday Correctional Emergency Management" series.
