At year-end 2020, an estimated 11,940 persons in the custody of state and federal correctional authorities were known to be living with HIV, a decline of nearly 16% from yearend 2019 (14,180). This includes persons who were HIV-positive or had confirmed AIDS (acquired immunodeficiency syndrome). The decline mirrors the 15% decline in the overall state and federal prison population over the same time period. As a result of the decline in both populations, the rate of persons with HIV remained at 1,153 per 100,000 persons in state and federal prisons from 2019 to 2020.
